In general the processes involved in the manufacturing of plastics can be broken down as follows:

Processes up through and including the actual printing of the plastics
This includes all prepress services, proofing, plating, printing press set-ups, and running of the printing presses. Except for the actual printing of the cards, the amount of time involved in these processes is relatively fixed, regardless of order quantities. (Note that the complexity of the card would definitely impact the amount of time spent.) As there is a very large fixed component of the overall time spent during these processes, there is a great deal of economies of scale to be gained by larger run quantities.

Processes after the cards are printed
This would include collation, lamination, blanking, inspection, hot stamping operations (hologram and signature panel), smart card embedding, and packaging. Although there is a small fixed component for each of these processes, in general the amount of time required for each card is fixed.

Quick Turns
Due to our production capabilities and options available to us we have significant fast turn capabilities to support our partners in such a situation. Many of our customers routinely ask us to turn orders quicker than our average. Although some customers manage this better then others, it seems that every customer has at least the occasional demand for quick turns. The issue with quick turns of even a small quantity of cards is the stress put on the processes that require a fixed amount of time regardless of quantity. For this reason, we can support our customers when these needs arise. Production facilities are equipped with the latest direct-to-plate prepress equipment, and the latest, most advanced and automated multi-color printing equipment. Systems have been designed to streamline the up-front/set-up components of manufacturing a card, to allow us to accommodate our customers’ quick turn needs.
